Katherine Barillas has over 15 years in the field of child welfare with experience in direct service, policy analysis, and advocacy. She has an MSW and a doctorate in political science. She has been the Director of Child Welfare Policy at One Voice Texas for 6 years, where she helped pass several pieces of important legislation, including changing visitation policy in foster care and suspending versus terminating Medicaid/CHIP benefits for youth placed in juvenile facilities.
